Curated single-player mods that have stayed up for years without takedowns. Grand Theft Auto VI hasn't shipped, so we're listing well-known GTA V mods for now. No piracy, no asset rips, no decompiled code, no cracks.

About this list

Modding Grand Theft Auto is a forty-year tradition that started with .ini edits to Vice City handling files and has grown into a parallel cultural artifact alongside each Rockstar release. The scene has been through three major enforcement waves over the last decade. What we list here is a deliberately small subset: mods that have lived through those waves, hosted by their original authors, and that stay inside the policy Rockstar published in 2017.

The 2017 policy is the line. Rockstar has said in writing that single-player, non-commercial mods that don't enable cheating in GTA Online and don't use other Rockstar IP are tolerated. That carve-out is the reason graphics overhauls like NaturalVision Evolved and content tools like OpenIV have been able to operate continuously since the policy dropped. Every mod on this page operates inside that carve-out.

What we will not list

  • Decompiled or reverse-engineered source ports. The re3 / reVC lawsuit in 2021 is the cautionary case. Take-Two sued the developers personally; the projects came down and stayed down.
  • Mods that import other Rockstar IP into a Rockstar game. Liberty City in V, GTA Underground, the Liberty City Preservation Project — all killed for the same reason. Rockstar's own policy explicitly forbids this and the enforcement has been consistent.
  • Mods that re-host Rockstar assets. A graphics overhaul that builds new textures from scratch is fine. A graphics overhaul that ships ripped, redistributed Rockstar texture files is not, and the takedowns reflect that.
  • Tools or scripts intended for GTA Online. Trainers, menus, money-spawners, anti-cheat bypasses. Rockstar has banned thousands of accounts for these, and the modders who shipped them have been individually targeted in legal action.
  • Anything sold for money. The 2017 policy specifically calls out non-commercial use. Paid Patreon access to mod packs has been a recurring takedown trigger.

Why these mods specifically

Each mod on this list passes four tests. First, it has been continuously available for at least three years without a takedown. Second, the original author hosts it themselves or distributes through a host with a working DMCA process. Third, the mod is single-player only — most have an explicit kill-switch that disables itself in GTA Online. Fourth, the mod doesn't require Rockstar files redistributed by anyone other than Rockstar.

The full list will get bigger as the GTA 6 modding scene matures. We don't expect significant single-player mods for GTA 6 within the first six months of release. The 2017 policy will need to be re-confirmed for VI before authors can build with confidence, and the script-hook libraries that everything else depends on need a stable Rockstar build to target.

How to install a mod safely

  1. Download from the original author's site only. Mirror sites and aggregators are a vector for trojaned versions of the same mod.
  2. Back up your save file before installing. Mods can corrupt saves; reverting a bad install is a one-minute fix if you have a backup, otherwise it is a campaign restart.
  3. Install on a separate copy of the game. On Steam you can copy the install folder; on Rockstar you can't, but you can keep a clean install snapshot before adding any mods.
  4. Don't connect to GTA Online with mods active. Most well-behaved mods auto-disable, but some don't, and a single mod-detected connection is enough for a permanent ban.
  5. Read the install instructions in full. Mod scenes have specific load-order requirements, and skipping the readme is the most common cause of a broken install.

Reporting a takedown

If a mod on this list goes down, gets a Rockstar takedown notice, or pivots to multiplayer or paid distribution, we want to know within 24 hours. Send a note to the same address. We treat archive-or-remove as a same-day decision, not a roadmap item.
