The community modding toolkit for the GTA series. After Take-Two's 2017 cease and desist, the team and Rockstar agreed to a single-player carve-out.

OpenIV was sent a cease and desist in June 2017. Following user backlash and quiet conversations, Rockstar published a clarification: non-commercial, single-player mods that don't enable cheating in GTA Online and don't use other Rockstar IP are tolerated. OpenIV came back inside that boundary and has stayed there.
What it does
File-archive editor for the RAGE engine games. Used by other mod authors as a foundation. Don't use it to extract assets you intend to redistribute.
Why we list it
It's the canonical toolkit, single-player only, and the policy carve-out it operates under is publicly posted by Rockstar.
