Modding Grand Theft Auto is a forty-year tradition that started with .ini edits to Vice City handling files and has grown into a parallel cultural artifact alongside each Rockstar release. The scene has been through three major enforcement waves over the last decade. What we list here is a deliberately small subset: mods that have lived through those waves, hosted by their original authors, and that stay inside the policy Rockstar published in 2017.
The 2017 policy is the line. Rockstar has said in writing that single-player, non-commercial mods that don't enable cheating in GTA Online and don't use other Rockstar IP are tolerated. That carve-out is the reason graphics overhauls like NaturalVision Evolved and content tools like OpenIV have been able to operate continuously since the policy dropped. Every mod on this page operates inside that carve-out.
Each mod on this list passes four tests. First, it has been continuously available for at least three years without a takedown. Second, the original author hosts it themselves or distributes through a host with a working DMCA process. Third, the mod is single-player only — most have an explicit kill-switch that disables itself in GTA Online. Fourth, the mod doesn't require Rockstar files redistributed by anyone other than Rockstar.
The full list will get bigger as the GTA 6 modding scene matures. We don't expect significant single-player mods for GTA 6 within the first six months of release. The 2017 policy will need to be re-confirmed for VI before authors can build with confidence, and the script-hook libraries that everything else depends on need a stable Rockstar build to target.
